The IRS may try to head off potential confusion over a pending private-debt collection program by first mailing taxpayers in arrears to the agency.
Many have warned Congress's recent orders that the IRS hire private debt collectors will confuse the public. That's because the agency - facing a plague of phone scams where callers pretend to be IRS agents demanding payment - has long said it does not phone taxpayers. The private collectors will be calling people who owe money. Commissioner Koskinen has said the mailings will alert those taxpayers that their accounts have been turned over to a private collector.
