On February 11, the IRS Commissioner John Koskinen testified before the US House Appropriations Subcommittee on Financial Services and General Government that the IRS would not meet the statutory deadline of March 1 to sign contracts with private debt collection firms to collect unpaid tax debt.
The commissioner said that on March 1 the IRS would be able to present to Congress a timeline for implementing the public-private partnership with debt collection companies. Also, there will be a bidder’s conference held by the IRS at a date to be announced to meet with potential vendors. Some members of the subcommittee were unsure of the private debt collector program, but said the IRS has no choice but to implement the program to collect the debt, under the law passed.
