Join us for Hill Day in Washington, D.C. on March 1-3, 2026.

We have an exciting Hill Day agenda and are looking forward to your participation. This is a great opportunity to promote the CLLA in DC, and to work on behalf of the issues that affect you.

You do not need legislative experience or drafted a position paper. This event is open to ALL League members. We need your enthusiasm to promote League position papers (please make sure you are comfortable promoting these positions!) to Congressional staff members and liaisons. Here is an overview of the CLLA’s policy positions for Hill Day 2026:

5:00 p.m.  Meet & mini-lobbying workshop; get assignments & directions
(location to be determined).
6:00 p.m.  Optional Group Dinner

MONDAY, MARCH 2

8:00 a.m.  Breakfast
8:30 a.m.  Depart for the Hill
5:00 – 7:00 p.m.  Debriefing at the Hyatt Place.

TUESDAY, MARCH 3

6:30 a.m.  Breakfast (Hotel)
7:30 a.m.  Arrival and Security Checkpoint
Entire group must arrive at this time.
8:00 – 8:15 a.m.  Groups line up in designated area.
Group Coordinator/Movant Check-In.
8:15 – 8:20 a.m.  Escort to assigned rooms.
9:20 – 9:35 a.m.  Clerk addresses group. Coordinator and Guests
are escorted to the Courtroom first. The Director
of Admissions addresses Admittees prior to escort
to the courtroom.
10:00 a.m.  Court gavels.

CLLA’s 2026 Policy Positions l OVERVIEW

An additional position is being considered to amend Bankruptcy Code Section 523 in response to the Bartenwerfer decision. More info to follow.

  Bankruptcy Venue Reform

The League supports a rebalancing of how commercial Chapter 11 cases are distributed throughout the country. Thus, it proposes legislation reform that limits venue to only where the debtor is headquartered or where its principal assets are located. In addition, with respect to affiliate filings, to make sure that subsidiaries follow parent-entity into bankruptcy (and not vice versa).

  Creditors’ Rights and Bankruptcy Reform

The League supports the “Restoring Court Authority Over Litigation Act of 2024” which seeks to clarify and protect licensed attorneys engaging in litigation activities from federal oversight from the FDCPA and CFPB.

  Student Loan Dischargeability Reform

The League has adopted a proposed amendment to Bankruptcy Code Section 523(a)(8) that reclassifies “undue hardship” as “substantial hardship” which sets forth objective financial benchmarks for determining whether a student loan debt that first became due more than 10 years prior to the filing of the bankruptcy case is dischargeable. While other proposals focus on either eliminating Section 523(a)(8) altogether or limiting dischargeability to only private loans, the CLLA’s proposal was reached through a compromise between its Bankruptcy and Creditors’ Rights Sections and achieves the CLLA’s key mission of fairness and equality in application and administration of laws.

  Bankruptcy Subchapter V 

The two-year extension of the increased debt limits of $7.5 million for Subchapter V and $2.75 million for Chapter 13 under the Bankruptcy Threshold Adjustment and Technical Corrections Act sunset on June 21, 2024.  The League supports reinstatement of the increased debt limits for both Subchapter V and Chapter 13 on a permanent basis.
